a) bad idea to have anonymous account 'read' and 'write' permissions at the
same time. so avoid that or lockdiwb the area and channel of access. e.g
firewall control and etc

b) in your case, you can leave it as unassigned. everytime you got the IP
from dhcp, do a ipconfig, get the IP then try from command prompt.

c:\>ftp yourmachineip

do you see login prompt and etc?
