Yes. One way of doing this is to physically locate the FTP virtual
directories outside the default FTP root and leave the FTP root empty.
I've used this method to host multiple users' folders in relative
'isolation'. What I actually do is host all my Web and FTP content on
a separate drive or volume than the default system drive - there are
other good reasons for doing this as well.
Bear in mind that the users will be able to navigate back up to the
real FTP root, but if you lock it down and leave it empty then they
won't see anything except an empty root and they won't be able to
create any files or directories there. They also won't see the other
users' folders, which is what you are hoping to achieve.
It works well enough but the new User Isolation features in IIS6 are a
much better solution. One good reason to upgrade to IIS6.
