This would be client side program issue then,
I believe IE and etc application allow you to specify what user to 'auto'
login when it connects to ftp server. There's not to configure in IIS
server.

Now, take a look at command line tool - ftp.exe
c:\>ftp yourserverip

you will be prompt to login, so depend on what user enter, ftp server will
redirect the user to the correct path.
