If you allow anonymous access, you need to create the folder and use
authentication. Keep the anonymous account out of the NTFS
permissions for the folder and only add the accounts you want to have
access. This is easier in a user isolation mode, but should work with
no isolation provided you get the NTFS permissions correct.

You could also create an additional FTP site and not allow anonymous
access to that site.
