By default out of the box, anonymous access with in my w2k03 box.
and the kb is still apply to IIS6.

now if you having problem even with administrator account.
you might want to look at the ftp settings.

1) do you configure any user isolation ?
2) where is your ftp root
3) do users has read permissions on it ?
4) at the server itself, go to command prompt, enter
'ftp localhost'

now, can you login ?
can you do dir list ?
