FTP Upload/Download

With the standard install of Windows XP Pro and IIS, is
upload bandwidth limited in any way be default?
Here's the situation:
3 of us are in different locations, with different ISPs.
We all have Windows XP Pro. We all have 10/100 NIC cards.
2 of us have an FTP server setup on our PCs. When anyone
attempts to download/upload from anyone else, we never go
any faster than .25-.30% of our network bandwidth (goes
about 25-30 KBs/sec.) I personally am allowed 256 KBs/sec
upload by my ISP, but it never goes above 25-30 KBs/sec.
Is this being limited by IIS? Most of the settings are
default, and bandwidth throttling is not enabled.
The one think I can think of is by default, IIS only
allows 10 connections to the FTP. Is it saying, "Max
upload 256 KB/sec, 10 users, 25-30 Kb/sec for each user,"
even when there's only one user connected?
