Multiple FTP sites

I have the need to setup multiple FTP sites or give
multiple different groups of users access to their own
area of a FTP server. (for multiple sites, I have the
Public IP's needed)

I also do not want each set of users to access or even
see the other users folders or sites on the single
Windows 2003 server.

Can someone direct me to some docs or articles on the
best method to set this up ? Or can you give me some
direction to get me started ? I don't think I can do
isolated setup because each user in the group need access
to the same folder(s) or ftp site.
