File Download from Secure FTP folder

Hello all...
We have a FTP site for our clients to download files from. We could send
them a link ( such as
ftp//:userid:password@ftp.download.com/testdir/testdoc.doc ) and they would
click on the link and download the file. This was working great in W2K, but
when we upgraded to Win2003 Server, we lost this ability. I believe it is an
access rights issue but I cant seem to get this to work without giving the
user id file scan rights. This is not an option as the information is client
specific.
