re-installing IIS FTP

I'm having a problem re-installing the IIS FTP service. When I attempt to
do so via the (control panel > add/remove programs > add remove windows
components) Windows searches for a file called "IIS_ftpctrs.h". I insert
the CD as well as point to a network location with the Windows 2000 server
install files but for some reason they cannot be found in either location.
What gives?
