Dont know if this helps but I ahve been dealing with a similar problem for a while. I had been trying to hit the ftp site through Internet Explorer. Turns out I need ed to configure to IE to use Passive mode for FTP

Advaced
Scroll down and select "Use Passive FTP for firewall and DSL modem compatability"
