The documentation for BITS can be found here:
http://msdn.microsoft.com/library/en-us/bits/bits/bits_start_page.asp.

It says: "ITS is designed for use by C and C++ developers.", so I suspect
you will have to create an ActiveX dll that uses it in order to incorporate
it into ASP.
