How would you like to do it...? :)

This isn't a DB question, and you'll need to ddecide on Windows
Authentication or your own home-grown, plus write a mechanism for the
registration and validation. One standard is to randomly generate a
password and email it to the registered address, then they have to
check it and login using that.

Might Google or check aspin.com for portal software to use as a guide
in this.
