Which KB article says it shouldn't happen? If it does, it is
mistaken. TYMED_ISTREAM is used for file uploads (<input
type="file">), among

Do you happen to know what those other things are? This page is
loading still, there is no user navigation or file being uploaded.
Can you provide a URL to the page in question?
Off the top of my head, another possibility is a request made via
XMLHTTPRequest object (typical for AJAX applications), when passing a
stream or an XML document to send() method.

No, no ideas, sorry. My Delphi is extremely rusty, but I don't see
anything obviously wrong in the code you show. The problem is probably
in the code you don't show.
