BHO and Security Settings

Hi,
I've a strange problem that the BHO I wrote does not work in few
systems. It runs on few XP machines and not on other. The Document
Complete Event does not get fired, where I've put some code.I also saw
a similar behaviour in Win 2003 server, There also the document
complete event gets blocked and nothing happens. It does not throw an
error but remains silent, not working.
I've heard of IE hardening and Enhanced Security in 2003. I could not
find much material to comprehend my problem. I need to know in which
OS, versions and which settings of IE (like low, custom security
settings) should a BHO work fine ?
