Create a new key under
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings\Zones
For simplicity, copy settings from one of the existing keys. Set the
Flags value to 0x3, and DisplayName to something meaningful for you. Now
the new zone will appear in IE in Tools | Internet Options | Security
dialog.
