Pop-up menus

Hello,
i want to add a drop-down button on the IE's toolbar. i came to know i have
to use the CreatePopupMenu and InsertMenuItem functions. Should i
implemented these within the IOleCommandTarget.Exec methods or within the
IContextMenu functions?
Please suggest me an option.
