Newbie question about extending IE functionality

Hi,

I'm about to dive into programming an extension to Internet Explorer,
but I don't really know where to start...

What I would like to achive is that when a number is marked, an new
option is available in the right-click-menu, that when selected, opens
a new browser window and uses the marked numbers in the URL (i.e
http://someserver/mycgiapp.cgi?markednum=<marked number>).

Could anyone please help me getting started and maybe point me in a
direction where I could get information about how to build such an
extension

regards,
petlew

.
