IE autocomplete vs. address bar drop down

Does anyone know how IE determines whether to put a URL into the
auto-complete list in the address bar, or into the drop down of the
address bar combo box? Is there an interface I can use to take over
control of what gets placed in both of these, or at least know when
it's trying to add a url to either?
