Can I used BeforeNavigate2 to amend headers to over-ride no-cache setting

I have a webbrowser control on a form (both in VB6 and Excel/VBA). It seems that one of the images on the page must be set to expire immediately as this one file does not exist (although I can't see this in the source for the HTML)

Can I modify the Headers variable within the BeforeNavigate2 to achieve this.

I've even followed these instructions
http://support.microsoft.com/?kbid=323308#kb3, for downloading the patch (my PC software level was older than that), and applied the BypassHTTPNoCacheCheck registry change, but the image still won't download to the hard disk
