Internet Explorer working intermittently

Often when I start Internet Explorer (by double-click, open, etc.) an
instance of the iexplore.exe application starts running, but no window opens.

I can see every instance of iexplore.exe that I have started running in the
Windows Task Manager.

If I shut down, I seem to get a separate popup for each instance of
iexplore.exe still running.

This just started recently, in the last week or so. Is there a way to
correct this?
