proper catching of navigating errors in ie toolbar

Hi
I have a toolbar which catches navigating error through handling
DISPID_NAVIGATEERROR event. But unfortunately, it catches all navigating
errors, even when frame or image not found. How I can make it handle only
navigate errors for whole page only? Parameter TargetFrame seems to be
always blank.
