How can I edit the Shdoclc.dll > dnserror.htm page?

I need to edit that page to add a technical difficulty message and a meta
refresh in case of a hickup in our network. We run Slide shows via the Web
browser and I need to change this page because when the server cannot be
found it throws the default dnserror.htm page and the only way to correct it
is to manually refresh the browser...

Any help would be great.
