If you are referring to the IE Button itself,
You are free to use it without authorization from Microsoft.
You just need to have somewhere on your site

Images are the property of their owner.
(Or something like that)

I cannot seem to find the image on my server.

When you come across one of the sites that have the images
Just right click on it and "Save Image As..."
