I have a PPPOE connection to our Qwest business DSL account and it shows up
as a dial-up connection in the Windows network connections. The problem is
that I cannot get ISA to auto-dial this PPPOE connection after a reboot.

I setup the Qwest PPPOE connection in the ISA dial-up connections,

of which domain administrator account, it says in the alerts log that the
username and or password was incorrect. I've placed the correct username

password combo over 100x and its always the same result. Any reason why

administrator accounts would be rejected for auto-dial with ISA server

You don't use the "Administrator Account".
PPPoE is a "dialup technology",...therefore there is an account that Quest
created that is associated with the DSL line. That is the account you use.
This account does not,...and would not, exist on your domain or locally on
any machine,...this account "lives" in Quest's system.
It is the same thing as when everyone used dial-up modem with a username and
password back during the age of dinosaurs.
