Proxy unusable

I am currently upgrading a Win2000-Exchange2000-ISA2000 network to
Win2003-Exch2007-ISA2006.
ActiveDirectory has been succesfully upgraded and Internet works fine with
old ISA. I setup the new ISA with exactly the same configuration, same name,
same IPs, in a workgroup, etc. I configured a policy to allow all internet
traffic to all sites. Clients have the server as gateway and use it in IE as
proxy with port 8080.
The problem is that all gateway trafic works fine (i.e. pop3, smtp, ping,
name resolution) but nobody can browse the web although the isa server is
configured in ie with port 8080. ISA logs an error that "the web proxy
filter could not bind to port 8080". The web proxy filtered is enabled by
default and you cannot disable it. Also, web proxy uses port 8080. I
discovered that users cannot use the proxy. The server itself cannot use the
proxy as well but it can connect directly.
Please note that I have seen this similar error or SBS2003 with ISA2004 but
proxy was working. This means that this situation must be standard.
What is the problem in this case? based on what I have described, does my
configuration sound correct?
