If a PAC file download problem occurs, how to go on ?

I have an important question about using and modifying a PAC file (proxy
configuration file for the browser/client).
We have two proxy servers, and normally both are up and running.
One of the proxy should be preferred, means Proxy A should be used first in
normal case. On the same server is also the web proxy located, which should
be used for distributing the PAC file. Proxy B should only be used if Proxy A
is down.

If the server isn't anymore available, the clients will try to download the
PAC file, but they can't in this case.
So we need the functionality that in that above mentioned case a client with
an Internet Explorer should use the *cached* PAC file (located at a folder
named "Temporary Internet Files").
But the browser does not use the cached file, instead, an error message
occurs (means it was cached, but thrown away from the browser).
Can we influence this behaviour e.g. with additional registry entries on the
client ?
Or is it possible to configure two download locations for the PAC file
instead of just one URL ?
