ISA 2006 Features

Am about to install ISA 2006 in my w2k3 environment.
My main purpose for this product is to be a proxy server to limit web site
usage.
Will this work out of the box to complete the following or will I need 3rd
party addons?
- Limit or completly block interent use via User/Group in Active Directory
- Block sites by contenet IE no web IM, Email, Proxy systems etc.
- Limit to only allow use to particular websites by domain name.
- Block all internet use if proxy is bypassed.
Looking though everything it looks like I need 3rd party tools to block by
content rather than my IP or Domain names.
