New network

I want to create a new network to my ISA Firewall 2006. The purpose for this
network is to set up a wireless router to access internet for guests an also
use VPN to gain access to our local network. We will also set up some IP
equipment that we produce ourselves. I will assign 32 official addresses to
it. This network doesn't need to be protected. How can I accomplish this? I
have tried to set it up but it doesn't seem to work as planed. I can not
ping the DMZ network. I created the network and a network rule. I have also
set up access policy to get it connected to Internet. My wireless network
can't gain access to the internet. Do I have to create a new network set?
Shall this be a new external network?
