ISA 2006 problem connecting to SSL site

If I bypass the Isa server, I can get there just fine, but I cannot reach
https://www.cardscan.net through the proxy. I've tried setting up a rule to
allow anyone on the internal network to reach this site using any protocol
and the monitoring logs shows everything connects just fine no errors, but
the web browser says: Internet Explorer cannot display the webpage. I have
tried it with Netscape as well and get a connection terminated.

Any ideas? Thanks.
