Error ISA Server 2004, plis

Hello,

After reinitiating the ISA Server, I cannot modify the policies of Firewall.
The error that appears is

ISA Server cannot load the property page.

Error: 0x8000ffff
Catastrophic failure.

We installed the SP2 of ISA Server, but the continuous error.
