It has to be done with the router hardware by bringing both lines into the same
device. The device has to be designed to be able to do this.
There is also an expensive software product that can do that called RainConnect.
You can probably Google that name.

We have a dual internet connection. Can I have a standard ISA server bundle
these two together to get more bandwidth?
Also can I add another two NICS (A+B) for the LAN side and have ISA give first
priority bandwidth to NIC A and give NIC B only 'surplus/leftover' bandwidth?
