I have had no success publishing a broadcast rule

I need a rule to allow a UDP (port 11000) traffic from the ISA 2006 server
(192.168.0.1) to the broadcast address on the same subnet (192.168.0.255).
My internal network is defined as 192.168.0.0 - 192.168.0.255.
Everthing I have tried gets denied by ISA and the rule is <blank>.
I can send to .1 - .254 fine, but not .255.
Any ideas?

... a DHCP server is used so I can just change the subnet to say ... I was hoping it would be possible to split the 192.168.0.0 subnet into ...
