ISA getting stuck on a speed of about 1300kbps



Hi all,

We just upgraded our ISA server and ISP connection.

New specs:
ISA 2006 on a New Dell Power Edge 1950
ISP providing 6Mb Ethernet Handoff

When we first connected and tested the 6Mb Ethernet network changes we got
speeds of about 5.7Mbps (NOTE: ISA 2006 not installed yet, this test was
done using a public IP address).
Installed/Configured ISA and got everything working the way we wanted except
down load speeds were slow. Testing the connection we were getting about
1300kbps. Connected directly to the ISP with Public IP and got the full 6Mb
again. Problem is obviously ISA.
We restarted the Firewall Service and got the full 6Mb again. A few days
later, it is being throttled at 1300kbps again.

Any ideas on why this would be?
