I guess my question is what should I do first? Configure RRAS and turn
on RIP2 on the Internal network Interface then Install ISA?
Or should I install ISA first, then configure RRAS? Does it matter?

It is highly recommended not to use RRAS on your ISA box because ISA
controls RRAS and wouldn't like you doing it... It might be helpful to work
on it in a test environment if possible and if all goes well, apply it on
production.

I have over 60 branch offices that are going to get Internet access
through my ISA server. The ISA server has 3 network cards using a
10.1.x.x private address on the Internal network and 2 different blocks
of public IP addresses for the Internet and DMZ segments.
The IP addresses vary at the remote sites. some are on 10.1.x, some
are on 192.168.x, and some are using hijacked public ip addresses from
a past public internet connection that they used to have.
I see lots of articles that say DO NOT use RRAS.
