How do I create an Ip packet filter

I been looking through news groups to solve my problem with accessing
Radmin. One of the threads says that on top of publishing a server for it
you have to 'Create an Ip Packet filter".

I'm willing, question is I can't find out how to do that. Can anyone tell me
how?
