Yup, it was just a problem with my listeners. I simply changed them to
listen to a port other than 80 and server publishing works just fine!

Ok, I've created a Protocol Definition to accept in-bound port 80
traffic. I *think* that I have my Listeners configured properly... who
knows... maybe this is the root of my problem. I'm using different IP
addresses (same subnet), same port (80).
When I publish an IIS Website via "Web Publishing Rules" all works like
a champ. However, when I use comparable settings for "Server Publishing
Rules", I get the ISA 12202 "The server denies the specified Uniform
Resouce Locator (URL)" error.
Is this a proxy error? Because, I want this site to be publically
available without relying on ISA proxy server.
I'd prefer using the Server Publishing rules because I prefer their
better granularity in configuration options.
