ISA server speed limits

When downloading a file ...
If I go directly through my gateway bypassing ISA servers then I get a
download speed of 4.5Mbs.
If I go through my ISA 2000 server I get a download speed of about 660Kbs.
If I go through my ISA 2004 server then I get a download speed of about
750Kbs.

Where is this speed limit decided and can I derestrict it?
