CPU performance Site-to-site VPN

Hi,
My ISA Server 2004 on Windows Server 2003 as 85 vpn site-to-site connections
and the processor periodicly (5 to 5 minutes) goes up to 100%.
The hardware is a DELL PowerEdge 1850 with Xeon @ 3.0Ghz, 1Gb RAM and 36Gb
disc in Raid0.
I note too, that my Frame Relay internet connection 2Mbps is consuming
upload traffic.
Is there some calculations to consider?
