This could be done by a Java based scanner called Scanner.jar. The
Scanner.jar is a simple client application which scans a server or an
workstation for open ports from 1 - 65536.

I am running SBS2003 with ISA2004 with a dual-nic coniguration.
I've been scanning my logs and I see a lot of denied requests from
external IP's trying to access ports like: 36393, 35903, and 36624 to
name a few. I can't find any information about these ports other than
they are unassigned. One of these IP's has done three port scans
withen the last week. Any ideas?
