handle files passing through ISA Server

I m developing an application filter. Its main work is to filter the
HTTP content and scan the files by antivirus which are passed through
HTTP Filter.
My problem is that i am unable to understand how the files are passed
from WebServer to ISA Server and from ISA Server to client.
I want to know in which format files will be tranfered. In Binary
format or any other format?
I want to downloads the whole file and scan those files by Antivirus..
Im using webresponsemodifier Sample code by this im able to get the
content of URL, but im not able to get files passing.
Please help me in getting files passed
