I remember this thread... I think I have a solution for you but you won't
like it :-)
The problem you're having... and in retrospect I'm sorry I did not mention
this in the original reply... is that you need to restore ISA on a server
with the same name *and* computer SID... basically everything should be
identical, the computer SID, computer name, domain membership, DNS suffixes,
etc. Unfortunately backups of ISA 2000 are closely tied to the original
machine... this by the way was mitigated in ISA2004 by the new backup
features where you can backup only the rules, if you choose so... or the
entire configuration, as per your needs.
Since you're using Virtual PC... the only solution I see for you is to
perform a full backup, including System State, of the original server as it
stands today, and restore it on top of your current Virtual PC guest (the
virtual machine). Then you should be able to restore that pesky :-) BIF file
onto the virtual machine, which will actually look to ISA like the original
machine.
This is the same as moving a Windows 2000/2003 installation to different
hardware without re-installing the O/S. The process with all the drawbacks
and possible problems you can encounter is described in detail by this

Many of the limitations/problems described in that article do not apply to
you as your virtual machine does not need to participate in trusts etc, BUT
you have to be careful to restore a working networking configuration, with
as many virtual adapters as the original server, configured the same way.
You *will* have a weird networking configuration after the restore. To
correct that apply the workaround described here:

After you're positive you have properly "migrated" your server to the
virtual machine, the ISA restore should work.
Speaking about "physical-to-virtual" machine migrations... that is why I
prefer VMware for these jobs. They have the "standalone" P2V Assistant that
does exactly that, and the resulting virtual machine runs on any VMware
edition. It used to be free I think... but not anymore :-(
Microsoft has a similar offering called the Virtual Server Migration Toolkit
(VSMT), but unfortunately resulting virtual machines are only compatible
with Virtual Server (not Virtual PC) and migrations require that you have a
Windows 2003 ADS (Automated Deployment Services) controller in your
organization. VMware's P2V Assistant is much easier to use in that
respect... Microsoft, hear us? :-)
Well anyway I digress... Just pick the method that suits you and post the
results here... I for one am curious about the outcome :-)
