Yes you are correct by default the only kind of load balancing that can be
done out of the box with ISA is through an enterprise array.

However, you can achieve your goal without installing another router
(although, as Julian pointed out, that might not be a bad idea if you select
the right product, but I digress), so as I was saying, you can do this with
a 3rd-party add-on for ISA, namely RainConnect from Rainfinity:
