How can i block MSN Messeger

I have a Windows Server 2003 Standart running on ISA Server 2000. I want to
block MSN and i cant do it.
I tried a lot of thing, but i cant do it.
1-Create msmsgs.exe msnmsgr.exe in Client Configuration-Firewall
Client-Application Settings
2-Create a destination set. 64.4.13.0/255, 207.46.104.0/255,207.46.107.0/255
in the Site and Content Rules, i created two rule and i used that i
created destination set.
3-Then i created ip packet filter, called MSN FILTER.
TCP,Outbound,Dynamic,Fixed,1863.
4-I created a protocol rules called MSN MSGR and then select deny. I used
msn, msn messenger protocols and i select any requests, any time.
If I block HTTP protocol in the Protocol Rules, MSN isnt working. However,
i want to allow HTTP, but deny MSN.
Please help me. Because i red a lot of articles. May be i 'm a incompetent.
