browsing a web site with ends in :8383

I have created a list af allowed sites for some users.
Everything works fine, they can access only those sites.
Except one: http://sitename.com:8383
Why? is it because it use a non standard 80 port?
Is that 8383 port, the real problem?

How to solve? Naturally, browsing that site an authentication
request window appear, if enter administrator user or other
browsing allowed user it works fine.
