ISA 2004 standard doesn't route by name, but by IP number. You can set up
networks for each of the internet connections, but only one can function as
the default external interface. The others would require specific address
ranges.
If you want to load balance internet traffic you might look at the new ISA
2004 Enterprise version, but I would expect that you would have to set up an
ISA array.
