New to ISA 2004

I am new to ISA2004, loved ISA2000, but the new version is a little
different. I was reading around and wanted to do a quick test for web access
on the isa server itself. I know that in the system policy the System Policy
Allowed sites have windowsupdate.com in it. Should I be able to access this
site once the internal and external networks are configured? Do I have to
tell the browser to be a web proxy client to view those sites? or do I have
to create an outbound access list as well? Thanks.
