Did you set up any protocol rules? Just because you have the default Allow
rule doesn't mean your users can have access to the internet...as per
microsoft:

"a default site and content rule named "Allow Rule" allows all clients
access to all content on all sites always. However, since no protocol rules
are defined, no traffic will be allowed to pass."
