Bandwidth in ISA server 2004

Hi, (i'm new user of ISA)
i have simply questions. I have domain, can i deny access to internet when
user isn't logged in domain? (When is logged in local account on machine)
And second question, when i have 10 computers in LAN, can I assign the
bandwidth to every computer (user)?
