    That is by design, YOU HAVE to use the proxy settings in order to use
    ISA. ISA will not filter anything out just because the gateway is set
    to the server. They MUST be using the proxy option.

    If you want to block users from sites on a global level (ISA web proxy
    clients or not), you will need to block them in your DNS Server.
