ISA 2004 questions

I'm trying to find some documentation for the following and I haven't been
able to. Could anyone please advise me on the following by either
explaining it to me or pointing to the documentation for it?

1) Where is the documentaion on the difference between ISA 2004 standard &
enterprise?

2) Where is the documentation on how to setup a ISA array using ISA 2004
standard? If I can't, how do I make a failsafe configuration should 1 ISA
server go down?

3) How do I force each PC to use the ISA settings rather than per user? I
was referred to using:
HKLM\Software\Microsoft\Windows\CurrentVersion\Internet Settings but
restricted users are having a bit of an issue obtaining the settings. Can
you suggest anything?

4) What can I do to avoid logs that state "failed connection attempt"? I am
getting a lot of these when someone uses port 443 even though it's allowed

5) How do I setup/install a custom ISA policy. There are no documentation
on doing so online that I have been able to see. I want to try this policy
if possible please.
